Hoig Kang

In 44 years of engineering career, Dr. Hoig Kang's service covers Public, Private and Academic sectors in Korea as well as in abroad.
He had been the President and now is Vice Chairman of the Cheil Engineering Co. which is engineering consultants in Korea with 410 engineers and experts, doing business at home and abroad. 
He studied civil engineering and got a Ph.D degree from Seoul National University in Korea.

He started his career at the Korea Expressway Corporation which is a Government-operated agency for the planning, construction and operation of arterial highways in Korea. 
As a Director General, he was in charge of planning and engineering departments including the preparation and implementation of IBRD, ADB loan-financed projects.
Dr. Kang also served as the advisor to the Minister of Communications of Kingdom of Saudi Arabia on the Comprehensive Highway Development Plan for four years during 1976-1986.

Dr. Kang once joined IBRD as a staff consultant for the evaluation of highway projects in Kenya, and KOEXIM bank for the appraisal of EDCF(Economic Development Cooperation Fund - ODA) financed projects in overseas.

Dr. Kang has taught civil engineering and construction contracts at Universities in Korea as a visiting professor. He is also a FIDIC International Accredited Trainer for Contract Management.

Dr. Kang also served for International Organizations such as IRF(International Road Federation) and ITS World Congress(Intelligent Transport System). He was the chair person of Technical Committee of 11th IRF International Conference held in 1989, and had been a member of IPC (International Program Committee) of the ITS World Congress for 10 years from 1996 to 2006 and was the chair person of IPC in 1998.

Dr. Kang now serves FIDIC/ASPAC as the Chairman of the Executive Committee.
